To build a nation, we must start with the barangay, the smallest political unit. We need barangay leaders who have the same competence as those who lead municipalities and cities.

Our national leaders, often educated if not moviestars, concerned themselves with issues ordinary Filipinos need help understanding.

While our national leaders debate about the impact of inflation and launch investigations about corruption everywhere, ordinary Filipinos are looking for jobs to keep their bodies and souls together. We follow the political drama of our political leaders like the popular teleseryes.

But we often fail to realize that we can solve most of our problems where we live, at the local level, at the smallest political unit called the barangay. If we choose our barangay leaders wisely, we can design the community transformation we desire.

We need effective barangay leadership.

What is barangay leadership?

Barangay leadership may refer to the elected and appointed barangay officials responsible for championing their constituents’ welfare, promoting peace and order, supporting the implementation of laws, and promoting the national agenda.

It may also refer to the leadership of the barangay chairpersons, the front-line leaders of the government. The barangay chairpersons are the closest government leaders to the people. Their leadership has a direct impact on community transformation.

Only the barangay chairpersons, among all elected and appointed government officials, have executive, judicial, and legislative powers.

Excellent barangay chairpersons can uplift the lives of the people. But, on the other hand, ill-equipped, uninspired, and unimaginative chairpersons are burdens to their communities.

So, instead of spotlighting national leaders, we need to start giving more importance to barangay leadership. Impactful and sustainable transformation begins in the barangay.

What is community transformation?

Community transformation refers to the significant change in a community in terms of human health, social justice, income, employment, educational attainment, environmental quality, population retention, business environment, access to capital, entrepreneurial activity, accountable governance, and civic participation.

The aim of every barangay leader must be community transformation.

Instead of waiting for signals from the national leaders, proactive barangay leaders must find ways to advance the quality of life of everyone in the community.

Effective leaders know what the communities need to progress. For example, they know who are skilled and unskilled workers in the communities. They find ways to help the skilled but jobless workers to find decent jobs. They also find ways to help unskilled workers get trained. The government, through TESDA, offers this opportunity.

Of course, the people in the community must find ways to help. However, the promotion of these programs by the barangay chairperson encourages everyone.

All of us deserve effective and creative barangay leaders. I know that our national government leaders, through the Local Government Academy, have capacity programs for barangay leaders.

However, given that we have more than 42,000 barangays in the country, their efforts will never be enough.

Therefore, we must do whatever we can to help. The future of our children is at stake.

A child’s destiny is influenced by the community. We must transform the community if we want the best for our children.
